If you live in Florida or are planning to legally immigrate to the United States, be aware: new state laws came into effect on July 1, 2025. Some of these laws may directly impact the daily lives of residents, drivers, and immigrants, including the risk of arrest for non-compliance.

In this article, we explain the main changes clearly and objectively, with a legal basis and a focus on what truly matters to those who wish to live in the US with safety and stability.

What changes with Florida's new laws starting in July 2025

1. Ban on drinking water fluoridation

Florida will be the second US state, after Utah, to ban the addition of fluoride to drinking water. The government justifies this measure as a way to guarantee the population's freedom of choice.

However, public health experts warn that fluoride is essential for preventing cavities, especially in children and vulnerable groups. Therefore, removing the substance could increase the rate of dental problems in the state.

2. Stricter rules for teenagers who want to drive

Teenagers between 15 and 17 will have to meet new criteria to obtain a driver's license:

  • Completion of a full vehicle education course (not just the basic module);

  • Learner's permit valid for 12 months or until the age of 18;

  • 50 hours of supervised practice, 10 of which will be at night;

  • Formal authorization from parents/guardians;

  • Passing vision and hearing exams and the theory test.

  • In this context, the measure aims to reduce accidents caused by young and inexperienced drivers.

3. Speeding is now a crime: what the new law says

The new traffic law criminalizes speeding in two cases:

  • Driving over 160 km/h (100 mph);

  • Or 80 km/h (50 mph) above the road limit.

The penalties are:

  • First offense: up to 30 days in jail and a $500 fine;

  • Repeat offense: up to 90 days in jail, a $1,000 fine, driver's license suspension for up to one year, and a mandatory hearing.

Why are Florida's new laws worrying immigrants?

Many immigrants are still unfamiliar with American laws, especially traffic laws. Common behaviors in Brazil, such as minor infractions, can result in serious consequences, including arrest or even deportation, especially for those with undocumented status.

Therefore, respecting local laws is essential for those who want to build a stable and safe life in the US.

Other Florida laws that take effect in 2025

  • Boater Freedom Act (SB 1388): prohibits inspections of vessels without probable cause;

  • HB 209: restricts construction in state parks;

  • Dexter's Law (HB 255): requires public disclosure of the names of animal cruelty offenders;

  • SB 356: establishes January 27th as Holocaust Remembrance Day, with educational activities in schools;

  • HB 549: Changes the term "Gulf of Mexico" to "Gulf of America" in public documents;

  • HB 1109: Strengthens security at Jewish schools;

  • HB 791: Updates regulations on legal surrender of newborns in hospitals and fire departments.

These measures impact areas such as the environment, security, education, and public health.
